🔨 What does it take to legally open a handyman and carpentry business in Philadelphia, PA?

Connie asked: “I am offering flooring and contracting services. I am building a home and need to get my LLC and business license. What all do I need?”

Hi Connie, Connie Construction is off to a smart start by getting the paperwork right first. Homeowners always have a list of repairs, and a handyman who shows up on time and does tidy work gets called again and again. Because you want to protect your personal assets, limit exposure from sales, clients, employees, or debt and bring in partners or investors, we start with the LLC and build everything else around it. In this answer you will find the business structure, the tax registrations, and the local and industry licenses for Connie Construction, plus a short recap at the end.

Flooring and contracting in Pennsylvania means registering as a home improvement contractor, which customers will check, and carrying proof of insurance; in Philadelphia there is also a commercial activity license for businesses operating there. Homeowners expect a written contract with a clear scope. Since you buy materials from suppliers, a Pennsylvania sales tax license lets you handle resale correctly on products you pass on to customers. The LLC is the right shield for a trade where a floor can fail or a worker can get hurt, and an operating agreement serves your goals of bringing in partners and raising capital. With two employees, open withholding and unemployment accounts and carry workers' compensation. What Connie Construction needs LLC (limited liability company) – An LLC shields your house, car, and savings from claims against the business, and it looks more established to customers and banks. A wall cabinet you hung pulls loose and injures a homeowner, but with an LLC the injury claim is directed at the business, not your home. An operating agreement sets out who owns what and who decides, which keeps partnerships friendly. Once profits grow, an LLC can elect S corporation tax treatment, which can lower self-employment tax; ask a tax adviser when the numbers justify it. Non-US residents can own an LLC too; the EIN application simply follows a different path. If you plan to sell shares to investors, a corporation may fit better later, and an LLC can convert when that day comes.DBA (doing business as) registration – Most banks will not open an account or deposit checks made out to "Connie Construction" until the name is registered to you, either as a DBA or as the exact name of your LLC.EIN (federal tax ID number) – You plan on 2 employees, so the federal tax ID number (EIN) is required for payroll, and you will also use it for the business bank account and supplier accounts.Pennsylvania sales tax license – Needed if you sell products alongside your service, and it lets you buy resale items tax-free.Pennsylvania employer ID – With 2 employees, you need a state employer account number for payroll withholding and unemployment insurance. It works like the EIN, but for state payroll taxes.Business license – Most places require a local business license to operate, including home-based businesses. Check the rules where Connie Construction will operate in Philadelphia, and ask about home occupation and zoning rules if you work from home. If you rent, many permits ask for the landlord's written consent to run a business from the property.Contractor license where required – Many states require a license once jobs pass a certain size, especially cabinetry or structural work.

By the numbers: Banks, insurers, and tax forms will ask for your industry code. For a handyman and carpentry business it is NAICS 236118 (Residential Remodelers). With 2 employees planned, you are already creating jobs in Philadelphia. That makes 7 items on your list.

Tip: Carry general liability coverage, which many homeowners and property managers ask to see before you start.

To recap: Connie Construction in Philadelphia, PA needs an LLC, a DBA, an EIN, a sales tax permit for product sales, a state employer ID, a business license, and contractor license where required. Get those in place and you can spend your time on customers instead of paperwork.

First thing to consider is a business license. This license is required by all businesses because a government authorizes it after certain conditions are met such as a health or hygiene ones.

For example, contracting business from home it may require a home occupation permit.

The other license pertinent to contracting is a seller's permit, which includes a resale certificate that you have to fill out, sign and fax or email to the wholesaler of construction materials so you can prove to the wholesaler that you have a resale ID number.

So, for instance, if you buy a bathroom sink to install it, you can buy it without incurring sales tax. So you will have to charge a price when you install it plus sales tax. For example, you sell it @ $100 to a client, you will need to charge him $100 plus about 8% sales tax ($8).

Since you are interested in setting up an LLC , you will need an LLC articles of organization certificate as well as an LLC operating agreement (included in the LLC price starting at $49 plus state fees) because the latter sets out information such as who the owner of the LLC is.

Finally, if you are or will become an employer, you will have to obtain 2 tax IDs: a federal EIN and a State EIN. The Federal EIN is also serves as an ID for your LLC .

I need advice on business insurance, finding investors, a website and advertising for my record label. Does the LLC service include the state fee and an operating agreement?
10/14/2026 5:04 AM

For a record label, an LLC is the right base. You handle artists' contracts, royalties and releases, and the LLC separates any dispute from your personal assets. The state's filing charge is shown apart from our service fee on the order page, and the operating agreement is prepared with your LLC, so your bank can open the account.

• Insurance: ask an insurance agent about general liability and media liability for a label, plus coverage for equipment.
• Investors: they usually want a formed LLC, an operating agreement and clean books first, then a clear plan for how their money is used.
• Website and advertising: register the name and open the bank account before you spend on promotion.

A surety bond is not what you need. Insurance protects you from claims, while bonds guarantee performance in certain regulated trades.

Do I need an LLC and a tax ID if my items are not taxable in my state? I also need to register a business at an address in Georgia.
10/14/2026 5:04 AM

Yes, an LLC still makes sense even when your products are not taxable. Taxability is only about sales tax, while the LLC is about protecting your personal assets from product and customer claims, and about credibility. With investors in mind, a formal company is what they will want to see.

On the tax ID, you still need an EIN for banking and federal taxes, since that is separate from sales tax. A seller's permit may not be needed if everything you sell is exempt, but many suppliers and marketplaces still ask for one, so check with them. Health and beauty products can be taxable in other places, so check where you sell.

For the Georgia address, I cannot supply an office location. Register the business at the real place where you operate, or use a registered agent's address for state papers. A local business license depends on that location.

I live in New York and want to start a mobile petting zoo. I also want to sell gift baskets by taking the order and having a company ship it. What do I need, and can I charge sales tax?
10/14/2026 5:04 AM

A mobile petting zoo carries real risk, since children and animals mix and a bite or a fall could lead to a claim. An LLC is the proper vehicle, because it separates that exposure from your personal assets, and it can bring in investors. A foreign owner is fine for an LLC.

• Petting zoo: animal exhibits are regulated, so expect animal health paperwork, permits for events, and liability insurance that venues will ask for.
• Business license, locally, plus approvals for each event location.
• EIN, for banking and taxes.

For the gift baskets, to charge sales tax you need a seller's permit, which in New York is registered as a certificate of authority. Even if you never touch the product or the money, if you take the order and your company is the seller, you generally must be registered to collect tax. If the other company is the seller of record, it may handle that, so clarify who sells.

How long does it take to get a reseller's permit in New York with expedited service? I do not have a certificate of authority for my LLC. I also have questions about zoning for a home inspection business.
10/14/2026 5:04 AM

In New York, the sales tax registration is called a certificate of authority, and a reseller's permit is built on it, so you do need one for your LLC. We can file it with expedited handling, which moves faster than standard processing, but I cannot promise a specific number of days because timing depends on the application.

Home inspection is a service, so the permit matters mainly if you also sell products or tools that are taxable. Your LLC fits the business well: inspectors face claims when something is missed, and the LLC separates those from your personal assets.

• Zoning: a home office is usually allowed, but you do not need a vote from the town council in most cases. Ask locally whether a home occupation approval applies.
• Professional license: home inspectors are licensed in many places, so confirm before you take clients.

File the certificate of authority well before your first sale, since New York asks that you register in advance.

What license do I need to buy seafood in Louisiana, transport it to Tennessee and sell it to restaurants and the public, and do I need a wholesale license?
10/14/2026 5:04 AM

Form an LLC before anything else. Moving fresh shrimp and other seafood across state lines involves spoilage, illness and vehicle risks, and the LLC protects your personal assets while showing restaurants that they are dealing with an established company. A foreign owner can hold an LLC, too.

• EIN, for the account, payroll and supplier accounts.
• Seller's permit: it works as your wholesale and resale registration, so you can buy without tax and sell with tax. You may need one wherever you sell.
• Seafood dealer permit: seafood is regulated at each step, including buying, cold storage and delivery, so ask where your product is sourced and sold.
• Business license, locally.

Whether you open a fish market or a restaurant, each needs its own food permits and inspections.
